2026-08-15: Update since the 2026-06-27 flag. PR #47 (governance v1, sumoshi21) did see review activity on 2026-05-25 -- 0x3639 requested a Copilot review and asked sumoshi21 to resolve merge conflicts -- so this falls just inside a 90-day window rather than a clean 90+ day silence, though the conflicts remain unresolved as of this check. Separately, governance has moved forward substantially outside PR #47 itself: the Governance ZIP (0x3639) has been revised to v2.3 Draft through the May 31-Jul 30 2026 window, fixing a spork-activation bug that would have bricked upgraded nodes and closing a plasma-parameter placeholder-admin backdoor; a voting-ratchet implementation exists on branch codex/governance-ratchet (commits 2fb402a, 81c2474); and Multisig PR #72 (commit 8f2eddb), which the governance design depends on for committee-style authority, is in review. Recommend keeping In Progress rather than closing -- the underlying initiative is active, even though PR #47 specifically remains stalled pending sumoshi21 addressing merge conflicts.
